An Open Letter to Canada’s 13 Securities Regulators from Women Leaders across Canada

In April, the Canadian Securities Administrators (CSA) abruptly reversed course on its promise to deliver globally-aligned climate-related financial disclosure rules with its Chair, Stan Magidson, citing the need to pause and focus “on initiatives to make Canadian markets more competitive, efficient and resilient.”

As leaders in finance, business and civil society, we strongly disagree with this move.  

Tackling climate change is, in fact, essential to keeping markets competitive, efficient, and resilient. Bank of Canada analysis showed years ago that climate change poses significant risks to our financial system and our economy, including both disruptions  from more frequent and severe extreme weather events as well as risks stemming from the transition to a net-zero economy. 

Businesses and investors require a level playing field to understand how companies are managing these risks and having a globally consistent mandatory standard provides this  baseline for market confidence. 

That’s why the Canadian Sustainability Standards Board reports that in under two years, 30 jurisdictions across the globe representing 57% of global GDP, have acted to adopt the International Sustainability Standards Board (ISSB) benchmark climate disclosure standard. 

Further delay means investors will continue to see Canadian companies as a black box while regulators across the UK, EU, Asia, and US states like California are turning the  lights on by requiring transparency.  

Many large Canadian companies are already disclosing: a recent survey by Torys LLP of the S&P TSX Composite Index revealed that 69% of companies state that they are  reporting in alignment with the Taskforce on Climate-related Financial Disclosures which  served as the foundation for the ISSB standard. Mandatory disclosures would support  these ongoing efforts, ensure widespread adoption and give companies a practical means  to avoid concerns about ‘greenwashing’. 

There has never been a more important moment for Canada to show the world that it is open and ready for business. Adopting a globally-aligned climate disclosure standard will  send that signal. We call on the CSA to resume this work.
